How Vehicle Customs Clearance is Calculated in Ukraine
Customs clearance of a vehicle in Ukraine consists of three main payments: import duty, excise tax and VAT. Each is calculated using a separate formula according to the Tax Code of Ukraine (Article 215).
Import Duty
The standard rate for passenger cars is 10% of customs value. EU and Canadian vehicles may qualify for reduced rates under free trade agreements. Electric vehicles are exempt from duty.
Excise Tax
Calculated as: Base rate × (engine volume / 1000) × age coefficient. Base rates: petrol up to 3000 cm³ — €50, over 3000 cm³ — €100; diesel up to 3500 cm³ — €75, over 3500 cm³ — €100. Age coefficient = (current year − year of manufacture + 1), minimum 1, maximum 15.
VAT (Value Added Tax)
VAT rate is 20%. Calculated on the sum of: customs value + import duty + excise tax.
Pension Fund Fee
Paid upon first registration in Ukraine: 3% (up to UAH 549,120), 4% (UAH 549,121–965,120), 5% (over UAH 965,120). Electric vehicles are exempt.
