Import duty — 10%
10% of the total value of a gasoline, diesel, or hybrid vehicle, including the auction fee and shipping (delivery from the USA to Klaipeda). For electric vehicles — 0%.
Excise tax
Depends on engine displacement and vehicle age. The base rate for gasoline engines up to 3,000 cc is €50 per 100 cc. For diesel — €75 per 100 cc. The excise is multiplied by a coefficient based on the year of manufacture.
VAT — 20%
Calculated on the sum of: customs value + import duty + excise tax. VAT is not included in the excise formula — it is calculated separately on the total base. Starting from 2026, electric vehicles also pay VAT in full (20%).
Pension Fund levy — 3–5%
Based on the total vehicle value upon registration at the MIA service center. The rate depends on the value: 3% (up to UAH 500K), 4% (up to UAH 900K), 5% (over UAH 900K). In accordance with Art. 1, Para. 1 of the Law of Ukraine "On Mandatory State Pension Insurance Contributions."
